Nearly. There's a few free satnav applications (I only know those for iPhone) but they rely on a data connection. There's non-satnav applications, i.e. GPS apps, which can download map areas wherever there's a connection, i.e. wifi at home, but they only provide a direction, not navigation (check out motion-x).
The free satnav apps use http://www.openstreetmap.org/, I've tried some and I've deleted them all. Not even close to picking decent routes, yet.
