If a goalkeeper, who decides to change places with one of his team mates without notifying the referee , handles the ball inside the penalty area, what action should the referee take :?:

no action can be taken, as nobody apart from the goal keeper knew about it :?

It would be a penalty, because reading the question literally, it would mean that the goalkeeper is now an outfield player and therefore not entitled to handle it anyway.

The ref would wave play on as the goalkeeper is the goalkeeper until the ref either allows a sub or change of position.

the ref would play on as he he still the goalkeeper even if he is plsying in an outfield position

A goalkeeper is not allowed arbitrarily to 'switch positions' with a team-mate, it's not running keepers!

If he has informed the referee and the switch has been made formally, then Number 1 would be correct but that wasn't what you said.

A goalkeeper takes a goal kick on a very windy day. In fact, it's so windy that when the goal kick is taken, the ball doesn't even leave the penalty area but blows back into the goal.

What's the decision?

ooh ooh I know this one. The ref has to give a corner because you cant score direct from a goal kick, but the ball has gone out of play.

I'm out for the rest of the evening, so if this is right feel free to carry on without me.

Correct. The key was that it hasn't left the penalty area so it's retaken.
