If a tree falls in a forest with no one to hear it, does it make a sound?

Not necessarily. The author does not go on to say they changed their minds and didn't jump so one has to make the assumption that at some point in time they did, actually, jump off the log. That would leave 2 frogs free to debate the merits of getting themselves involved in a trick question.
Phoenix wrote:They only decided to jump off. This could have been a jump-off competition between the three frogs and on the log because they were extremely bored and their view of the beautiful pond was obscured by the beaver's new huge dam.
In that case they should jump off the log onto the top of the new dam where they would experience an entirely new view of the beautiful pond which would have been enlarged by the building of the dam. Unfortunately one or two Mice, Beetle and other Insects may drown in the aftermath of the dam building.
