At my wits end, i need a torque wrench that goes down to 12ins/lb (1.6nM), to use once, for about 30 seconds, have tried asking at garages/engineers etc, but no one has one that goes down to such 'A Tiny Amount'!!
Can anyone help?

The manufacturer has redesigned the cover ( not admitting that the originals were prone to leaking or anything!), and now the torque is 12-15ins/lb, the original torque was 6in/lb!!!
