Was that not what the big hole was for? A water tank to recycle rain water? Or was i making that up :?

As a commercial enterprise the club are exempt.

I can even re-fill my swimming pool and fish pond BUT I'll have to take my car to a car wash 'cause I can't wash it using my hose pipe.

Nah! Just fill your big kitchen (washing up) bowl up with your hosepipe (first putting one small saucer at the bottom) then make a big dramatic scene outside of removing the saucer and taking it back inside.
Then wash your car using the bowl. You're allowed to recycle your washing up water (as I thought you'd know Mr Aquarius!)
Is the glass half full or half empty? Mmmm? hard to say - but it does look like there's room for more beer!

Use someone else's hosepipe...
