If the striker was in an offside position when the shot that hit Artell was struck then he has to stay inactive until that phase ends.
Don't you think the striker would have smashed the ball in to claim a goal if he could have.

Just out of interest, can a striker be offside if he blocks a keepers goal kick and scores from an offside position?
