How do I create a poll?

Having looked in the FAQ section it states:

When posting a new topic or editing the first post of a topic, click the “Poll creation” tab below the main posting form; if you cannot see this, you do not have appropriate permissions to create polls.

I can't see the "Poll creation" tab. Does this mean:
a, I'm blind
b, I do not have permission because the administrators don't like me
or c, Nobody can create a poll for a technical reason I will never understand

Isn't there a SV player of the year award. If so how does the voting system work if there isn't a poll on here?

Also I seem to remember polls being used on previous SV forums prior to this one.
