It does go on in Corporate as well, my friends and I go to Corporate on Tues night home games. Last time we went we were issued with our seat ticket as normal and a meal voucher that had to be handed in. I didn't think to much about it till I learnt people have had been having two lots of food. Now why not just catch those abusing the system and bar them. Someone must have noticed it was happing why not catch them and leave those who wouldn't dream of going up for two meals. Lazy and an insult to the rest.
Oh thankfully yesterday those on the Berlin Wall who had them didn't have there's taken off them.

If as happens sometimes it's a buffet then the 2 meals business is always likely to happen as some will take advantage of it. It's the same if you go for a buffet anywhere. A prime example is the Shrimp where folk go up to have extra meats and veg etc.
We recently had a buffet lunch at an Indian in Preston and there was so much choice that diners where queuing up to replenish their plates time after time after time. The same happens on cruise ships were it's buffets most of the time although of late cruise companies have now introduced a system where by you ask for whatever you wish rather than help yourself. Buffets on Celebrity X Cruises offered so many options that it's not surprising that the system was abused by some diners.
