First of two films in which the journalist joins local police in crime-ridden cities. He starts in Philadelphia, where there are around 400 homicides a year in an area of slightly more than 100 square miles, drug dealers work on almost every corner and it is considered normal to carry a gun. He witnesses both camaraderie and despair, and finds one officer who has won the trust of the local community
