I'm no expert on the subject but in some cases, clubs may be happy to pay the wages of a player if he's getting some first-team experience. I'd imagine moneybags City wouldn't be too stretched by an 18 year old wing back's wages compared with how much Norwich and Peterborough would be paying Lewis and Howe to play for us.
