IF they have, it sounds to me as though they haven't been galvanized. If that is the case I would have thought painting them with the suitable primer and suitable paint would be OK.

The barriers are rusting through where some divie used an angle grinder on the galvanised surface.

I agree with the other bloke

This is not one for fans to partake in (UNLESS they are professional time served ex tradesmen in painting)
It might have been acceptable to bring out the Geranium red paint pots at a crumbling Christie park where the odd over spill hit the concrete and wasn't an issue but at a new stadium I think not.

Do the job properly or leave well alone!
