no there is a 'free transfer' deadline, normally at the same time as the 'loan transfer' deadline
i think in the case of Roy Carroll Barnet may get around it by appointing him player/coach so the deadline wouldn't apply in that case

Evidently he has a network of assistant scouts who like to go 'undercover' when they spy on potential transfer targets.
